Employee Financial Aid

The ACE Assistance Plan (All City Employees), which began in 1952, assists employees who have extreme financial need due to prolonged illness or other catastrophic circumstances beyond their control. City employees requested the ACE plan to help those who have no other source of financial assistance.


Many people, in the face of extended illness or difficulty, have no source of help. Savings, if they exist, can quickly be depleted. Insurance benefits are limited and may not cover the entire need. Friends and family, while loving and helpful, simply cannot provide all of the assistance needed.


That’s where Los Angeles City Employee financial assistance comes in and takes up the slack. All members of ACEBSA are eligible to apply for ACE assistance.


Many ACEBSA members believe that Los Angeles City Employees financial assistance holds the top position among benefits for ACEBSA members. Anyone can suffer an accident or illness, or fall victim to a catastrophe outside their control, such as a house fire.


By joining ACEBSA, you not only receive great discounts on things like theme park tickets and gift cards, but you ensure that if the worst does happen and you don’t have the financial means to get through it alone, you have help. Los Angeles City Employee financial assistance will be available to you, to help you through your difficult time.


The best part of the assistance program is that this money is not a loan. LA financial aid for employees is funded by payroll deductions to United Way-ACE. 10% of contributions are sent to ACE through the City Controller. Although you are encouraged to donate to United Way-ACE, you certainly are not obligated to do so in order to receive assistance.


LA financial aid, through ACE, is administered by the All City Employee Benefits Service Association (ACEBSA) ACE Assistance Committee. The committee, which consists of five city employees, meets on the 2nd and 4th Wednesday of each month to review applications for funding. At this time, requests resulting from “acts of God” are not accepted due to lack of funding.


If you are a current ACEBSA member, you already have access to ACE in the event you suffer an illness, injury or other event that requires financial assistant. If you have not yet joined ACEBSA, access to ACE justifies doing so now. Even if you never have to ask for assistance through ACE, knowing it is there for you if you need it will provide a sense of security.


 

 

 

The ACE (All City Employees) Assistance Plan was established in October 1952 at the request of City employees in order to assist fellow employees who are experiencing dire financial need due to prolonged illness or a catastrophic occurrence beyond their control and for which they have no other source of help.

 

 

The ACE Assistance Fund is administered by the ACE Assistance Committee of the All City Employees Benefits Service Association (ACEBSA). This committee is composed of five City employees. The committee meets twice a month (2nd and 4th Wednesday) to review applications for assistance. Currently requests resulting from “acts of God” are not being accepted due to lack of funding.

 

 

Ten percent (10%) of all contributions made through payroll deductions to United Way-ACE are sent by the City Controller to the ACE Assistance Fund. It is through these employees’ contributions that the ACE Assistance Plan is made possible.

 

 

  •  Applicant must be a full-time/permanent City employee in good standing.
 
Exclusions: Injury on duty (IOD), Job Suspension, Funeral Expenses.
 
Required Information To Be Submitted With Application:
 
       • Copy of two most recent pay check stubs
       • Copy of all past due/delinquent bills
       • Hand written or typed letter explaining reason for request and the cause of financial hardship
       • Copy of doctor’s report regarding illness, if applicable.
